Nursing Student Loan Program Application	Apply for NSL - click here to apply
The Nursing Student Loan Program provides loans to Wisconsin resident undergraduates or graduate students who are enrolled at least half-time at an eligible in-state institution that prepares them to be licensed as nurses, either RN or LPN. The maximum award per year is $3,000 with an overall lifetime maximum of $15,000. The student who participates in this program must agree to be employed as a licensed nurse in Wisconsin. Repayment of the total loan debt can be partially achieved by service. For each of the first two years the student works as a nurse or nurse educator full time and meets the eligibility criteria, 25% of the loan may be forgiven. A maximum of 50% forgiveness is available under this program. The balance remaining after forgiveness must be repaid at an interest rate of 5%. If the student does not work as a nurse or nurse educator and meet the eligibility criteria, the loan must be repaid at an interest rate of 5%.

The Teacher Loan Program provides loans to Wisconsin resident, undergraduate sophomores, juniors, or seniors who are enrolled at least half-time at a University of Wisconsin System institution or a non-profit, independent college or university in the state of Wisconsin. Students must be enrolled in programs leading to teacher licensure in a discipline identified as a teacher shortage area for the state of Wisconsin by the United States Department of Education and have an overall GPA of 3.0 or higher based on a 4.0 scale. The maximum award per year is $10,000 with an overall maximum of $30,000. Students who participate in this program must agree to teach, full-time, in an elementary or secondary school in the city of Milwaukee or in a county defined as "rural" by the statute authorizing this program. For each year the student meets all forgiveness criteria requirements, 25% of the loan is forgiven. If the student does not meet the forgiveness criteria requirements, the loan must be repaid at an interest rate of 5%.

The Minority Teacher Loan Program provides loans to Wisconsin resident, minority, undergraduate sophomores, juniors, or seniors who are enrolled at least half-time at a University of Wisconsin System institution or a non-profit, independent college or university in the state of Wisconsin. Students must be enrolled in programs leading to teacher licensure in a discipline identified as a teacher shortage area for the state of Wisconsin by the United States Department of Education and have an overall GPA of 3.0 or higher based on a 4.0 scale. The maximum award per year is $10,000 with an overall maximum of $30,000. According to the Wisconsin Statutes, a minority student is defined as a Black American; American Indian or Alaskan native; Hispanic; person of Asian or Pacific Island origin; or person whose ancestry includes two or more races. Students who participate in this program must agree to teach full-time in a public or private elementary or secondary school, or a tribal school, in a Wisconsin school district with a 40% or higher minority student population. For each year the student meets all forgiveness criteria requirements, 25% of the loan is forgiven. If the student does not meet the forgiveness criteria requirements, the loan must be repaid at an interest rate of 5%.

The Teacher of the Visually Impaired Loan Program provides loans to Wisconsin resident undergraduates or graduate students who are enrolled at least half-time at an in-state or eligible out-of-state institution in a program that prepares them to be licensed as teachers of the visually impaired or as orientation and mobility instructors. The maximum award per year is $10,000 with an overall maximum of $40,000. The student who participates in this program must agree to be a licensed teacher or an orientation and mobility instructor in a Wisconsin school district, the Wisconsin Center for the Blind and Visually Impaired or a cooperative educational service agency. For each of the first two years the student teaches and meets the eligibility criteria, 25% of the loan is forgiven. For the third year, 50% is forgiven. If the student does not teach and meet the eligibility criteria, the loan must be repaid at an interest rate of 5%.

The Degree – Nurse Educator Program provides loans to graduate students seeking either a Master’s Degree (MSN), Doctoral in Nursing Practice (DNP) or Doctoral of Philosophy in Nursing (PhD). The goal of this program is to provide Nurse Educators for Wisconsin. The program offers a 100% forgivable loan. Students must attend a school that participates in this program. The maximum award per year is $30,000 for a Master’s Degree, $40,000 for a Doctoral in Nursing Practice, and $50,000 for Doctoral of Philosophy in Nursing. Students who participate in this program must intend to practice full-time as a licensed nurse educator in Wisconsin for three consecutive years. For each of the first two years the student meets all forgiveness criteria requirements, 25% of the loan is forgiven. For the third year that the student meets all forgiveness criteria, 50% of the loan is forgiven. If the student does not meet the forgiveness criteria requirements, the loan must be repaid at an interest rate of 5%.

The Dental Scholarship Program (DSP) was created to encourage dentists to practice in designated Dental Health Shortage Areas in the State of Wisconsin. The program is available to full-time enrolled dental students at the Marquette University School of Dentistry. The DSP scholarship awards $30,000 per year with a lifetime maximum of $120,000. The DSP scholarship recipients must reapply each year for additional DSP scholarship funds. The dental scholarship recipient is required to enter into an agreement with the Higher Educational Aids Board (HEAB) indicating that, upon graduation, she or he intends to practice in an area which qualifies at the start of the employment as a designated Dental Health Shortage Area in Wisconsin, which does not include Brown, Dane, Kenosha, Milwaukee or Waukesha County, for a period equal to 18 months for each annual DSP scholarship accepted by said student. If the student does not meet the forgiveness criteria requirements, then the scholarship becomes a loan and must be repaid at an interest rate of 5%.

The Fellowship – Nurse Educator Program provides loans for post-doctoral fellowship appointments at UW-Madison, UW-Milwaukee, and Marquette University. The goal of this program is to provide Nurse Educators for Wisconsin. The program offers a 100% forgivable loan. The first year $75,000 is available; $25,000 the second year; $100,000 lifetime maximum. Recipients who participate in this program must be appointed or hired to fellowship position at UW-Madison, UW-Milwaukee, or Marquette University and must intend to practice full-time as a licensed nurse educator in Wisconsin for three consecutive years at an approved location. For each of the first two years the student meets all forgiveness criteria requirements, up to 25% of the loan is forgiven. For the third year that the student meets all forgiveness criteria, up to 50% of the loan is forgiven. If the student does not meet the forgiveness criteria requirements, the loan must be repaid at an interest rate of 5%.

The Higher Education Aids Board (HEAB) manages and services the Wisconsin Nurse Educator Program (NEP). The goal of this program is to provide Nurse Educators for Wisconsin. The NEP Faculty Hire program offers loan repayment of the applicant’s existing loan debt. DNP or PhD holders may receive up to up to $50,000.00. MSN holders may receive up to $30,000.00. For each year of full time work performed 33% of the award will be paid directly to loan servicer(s).

The Emergency Medical Service Education Reimbursement Program, 2025 Wisconsin Act 35, was created to reimburse eligible persons for the tuition and materials costs incurred in completing a program at a technical college in this state as necessary to qualify for initial licensure or initial certification.
