Overview
The Higher Educational Aids Board (HEAB) manages and services the Wisconsin Degree - Nurse Educator Program (D-NEP).
The goal of this program is to provide Nurse Educators for Wisconsin.
The program offers a 100% forgivable loan.

Award
The maximum award is available to full-time students.
Half-time students receive the lesser amount.
After two semesters, half awards are available.
Eligiblity
To be eligible for this loan, the student must:
- be a US resident of a permanent type and have a Wisconsin address;
- be enrolled in a participating UW or private, non-profit post- secondary institution in the state (see listing above);
- be enrolled full-time or half-time to full-time; institution of enrollment will certify your enrollment;
- make satisfactory academic progress (per federal student financial aid criteria);
- intend to practice full-time as a licensed nurse educator in Wisconsin for three consecutive years.
NOTE: Employees of school of attendance who receive a tuition benefit are ineligible.
Application Process
Complete application.
Submit a short essay limited to 250 words to a nursing advisor on commitment to nursing education.
FAFSA completion is required to process.
Once all application materials are submitted, agency will create an initial award. School Financial Aid will certify enrollment and amount of award.
Funds actually awarded may be reduced by school Financial Aid Office based enrollment.
After initial award by this agency, a loan disclosure statement will be emailed to you.
After certification and award confirmation by School Financial Aid office, the loan will be disbursed directly to the college or university.
Subsequent academic year loans are subject to this process.
Forgiveness and Repayment
- This is a full forgiveness program. The maximum forgivable amount is 100% of the amount borrowed.
- To earn the forgiveness available under this program, you must
(1) complete the program for which the loan was awarded,
(2) obtain licensure from the Wisconsin Department of Safety and Professional Services Health Services (successfully passing the NCLEX exam) and
(3) teach at an eligible Wisconsin institution

One must also reside within the state of Wisconsin to be eligible to earn loan forgiveness;
nonresidents who work remotely at an eligible Wisconsin institution are ineligible for loan forgiveness.
- For each of the first two years the nurse educator teaches nursing full-time in the State of Wisconsin at an eligible institution, 25% of the loan will be forgiven.
For the third year of teaching, 50% of the loan will be forgiven.
If the student does not teach full-time, the participant must teach at least half the credit load of what a full-time (non-research active) faculty teaches over the academic year.
Research does not factor into the calculation. Less than full-time work as defined above will earn 12.5% for the first four years and 25% for the following years.
- If the student does not teach as a nurse educator in the State of Wisconsin and/or meet the eligibility criteria, the loan(s) must be repaid.
The interest rate will not exceed 5%.
- If the nursing student falls below half-time, repayment will commence no sooner than six months after falling below full-time.
- If a student transfers to another program other than nursing education, deferment is only available for full-time enrollment;
repayment will commence no sooner than six months of ineligibility.
